Avian Flu Pandemic Could Halt Asian Growth

A recent study by the Asian Development Bank (ADB), The Potential Economic Impact of an Avian Flu Pandemic on Asia, estimates that in the event of a mild outbreak infecting 20% of the population, there would be 3 million deaths in Asia and a loss of $99 billion in the region’s 2006 Gross Domestic Product (GDP). In the event of a more severe outbreak, that number jumps up to a loss of $283 billion or 6.5% points of the region’s GDP. To support regional efforts, the bank is planning $58 million in grant projects, which it will coordinate with WHO, FAO, and OEI. It also estimates that its support for Asia’s fight against the avian Flu could reach $470 million.

ADB to help reduce spread and impact of HIV/Aids in the Pacific
With a new grant of US$8 million, ADB expects to improve management and delivery of HIV/AIDS prevention services in 10 countries - Cook Islands, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The project will focus on strengthening surveillance, supporting prevention activities at the community level, and targeting vulnerable groups.

The Pacific region is vulnerable to the threat of HIV/AIDS, given the high presence of sexually transmitted diseases, low level of condom use, high levels of mobility and various cultural and sexual taboos in these small island nations. There are now more than 11,000 cases of HIV in the 10 countries, although actual rates are likely to be considerably higher - up to 10 times - because of low levels of surveillance.

Pakistan needs $5.2 Billion for earthquake relief
Following the 7.6 magnitude earthquake that devastated parts of Pakistan on 8 October, ADB and World Bank began an assessment of the needs and reconstruction costs at the behest of the Government of Pakistan. The mission was completed in a record 19 days and the two organizations released a joint report on 12 November estimating that of the total $5.2 billion required, approximately $3.5 billion will be needed for physical reconstruction of housing, schools, health facilities, roads, and other public infrastructure. A companion report by the United Nations on early recovery will also be released shortly.

ADB launches $500 million bond issue
The US$500 million Eurodollar bond issue was launched with Deutsche Bank and Merrill Lynch as joint lead managers. With this issue, ADB has raised thus far in 2005 about $3.9 billion in long term funds through 59 transactions, including a 5-year $1 billion benchmark transaction and three local currency bond issues in the People's Republic of China, the Philippines, and Thailand.
