ADB Workshop on Civil Society Initiative on Anti-Corruption
A 16-year old Girl Scout, Charmae Alquiza, shares her volunteer work experience in her school in Makati for Government-Watch's (G Watch) Textbook Count project which helped successfully curb corruption in the government purchase and delivery of textbooks during the Regional Workshop: Civil Society Initiatives on Anti-Corruption organized by the Asian Development Bank and Partnership for Transparency Fund (PTF). Looking on from right are Redempto Parafina, Project Coordinator, G-Watch; Paul Gangoso, Director, Environmental Cooperation and Linkgages, Inc. or Ecolink, who spoke on how "Bantay Kurapsyon" campaign exposed the unauthorized use of vehicles by local government units, specifically in Oroquieta City; and Khalid Siraj, forum moderator. An ADB grant to PTF provided the financing for five antic-corruption projects that were presented and discussed at the workshop.

ADB Launches procurement manual for LGUs in Bohol
The launching and presentation of the procurement manual for LGUs was conducted on 22-23 November 2007 in Bohol. All regions were represented by the more than 70 participants in the two-day briefing. The objectives of the Procurement Manual are to reconcile provisions of the Local Government Code with the Government Procurement Reform Act; and to harmonize these provisions with the procurement guidelines of the development partners, particularly ADB, Japan Bank for International Cooperation (JBIC) and the World Bank. The participants include Budget Secretary Rolando Andaya, Budget Undersecretary Mario Relampagos, Congresswomen Sharee Ann T. Tan (Samar), Governors Dakila Cua (Quirino) and Daisy Avance-Fuentes (South Cotabato) and other local government executives and officials.
