Launching of guidelines on strengthening provincial and local planning and expenditure management
The National Economic and Development Authority launched the guidelines funded under a TA to improve the provincial/local capacities for effective planning and expenditure management, revenue mobilization, investment programming and public service delivery. Romulo Neri, NEDA Director-General led the NEDA delegation while Tom Crouch, Country Director, Philippine Country Office, led the ADB delegation.

About 1,000 former informal settlers living along the Pasig River in Manila will be relocated to Barangay San Isidro, Rodriguez, Rizal as part of the government's effort to rehabilitate the Pasig River and provide them a better quality of life with formal, secure and affordable resettlement housing. ADB-World Bank Philippines coordination meeting
ADB directors and staff handling Philippine projects met with their World Bank counterparts to highlight best practices, identify areas of better collaboration, and address problems. ADB assistance to strengthening provincial planning and expenditure management
Tom Crouch, Country Director. Asian Development Bank (ADB) Philippine Country Office gives remarks at the 4th project steering committee meeting of the Technical Assistance on Strengthening Provincial and Local Planning and Expenditure Management held at ADB which was attended by National Economic and Development Authority officials. From left are Asst. Director General Marcelina Bacani; Secretary Romulo Neri; Mr. Crouch; Joven Balbosa, ADB Country Specialist; and Benjamin Carino, consultant. The Technical Assistance, which is expected to close in June 2007, supported the development of guidelines for improved planning and expenditure management at the provinical level in order to strengthen service delivery.

Inauguration of ADB-funded Smokey Mountain Material Recovery Facility
Tom Crouch, Country Director, Asian Development Bank (ADB) Philippine Country Office, (at right) congratulates the Smokey Mountain community in Tondo for the inauguration of their first green, environmentally sound material recovery facility. In the audience are (from left) Ambassador Stale Risa, Norway; Hugh Faulkner, Founder & President of Sustainable Project Management, the Swiss-based NGO implementing the project; and Ambassador and Mrs. Peter Sutter, Switzerland. The facility is part of the ADB's Smokey Mountain Remediation and Development Program, supported by ADB's Poverty and Environment Program, which is financed by Norway and Sweden. The Program will provide livelihood opportunities, based on recycling material from the inactive dump, while at the same time addressing environmental hazards. The Smokey Mountain dump was closed in 1990 after accepting 2 million tons of refuse over almost 40 years but remains toxic and exposes the thousands of community members to severe health risks. On May 11, the Smokey Mountain community inaugurated its first “green” material recovery facility, or waste collection center, with the health and safety of the community in mind. ADB Annual Meeting Country Presentation on the Philippines
Finance Secretary Margarito Teves and Amado Tetangco Jr., Central Bank Governor, gave the presentations. The presentations highlighted economic reform milestones and medium-term macroeconomic prospects as the Philippines pursues its reform agenda. The briefing focused on significant and critical policy initiatives to respond to the global imperatives of competitiveness and macroeconomic efficiency and domestic challenges associated with sustained macroeconomic and fiscal stability.
