Poverty Reduction and Inclusive Growth Matters for ADB
In 1999, ADB adopted poverty reduction as its overarching goal. In 2004, it enhanced its approach to poverty reduction from targeting specific groups and areas to a broader framework where ADB's poverty reduction contributions are measured at the sector and country levels.
Making growth and social development more inclusive is one of the three pillars of ADB's new Strategy 2020. It confirms ADB's vision and mission to reduce poverty and improve living conditions and quality of life in Asia and Pacific.
Between 1999 and 2007 ADB has implemented special funds for poverty reduction. A previous newsletter featured project examples under two of those funds.
This is the first newsletter issue of ADB's work on poverty reduction, supporting the Millennium Development Goals, and making growth and social development in the region more inclusive. This monthly newsletter is complemented by regular updates on the poverty reduction and social development websites. |

Insulating Mongolia's Gers to Protect Against Harsh Winters
Through a grant funding from the Japan Fund for Poverty Reduction (JFPR), ADB is providing insulated felt blankets to protect some 4,000 poor households in the gers (traditional dwelling structures in Mongolia) of Ulaanbaatar against the harsh winter.
Reforming India's Village Industry
ADB approved a loan of $150million for the restructuring of India's Khadi and Village Industries. The policy reform areas of the program loan covers four components: (i) establishing a policy reform and implementation framework, (ii) promoting and marketing of Khadi, (iii) realizing raw material procurement and cotton silver production, and (iv) institutional reforms. The loan will impact the 8.9 million workers in the sector, nearly all of them belonging to the 220 million rural poor in India. |

Expanding Social Protection in Vietnam
Social security protection in Viet Nam is still largely limited to a small part of the population. With millions of households living just above the poverty line, the lack of social security coverage is a major challenge. ADB funded a technical assistance project under its earlier UK Poverty Reduction Fund to strengthen the country's social security system.
ADB SHARES SECRETS
The Poverty Unit and the Gender and Social Development Division were realigned to enhance their strategic impact on ADB's new Strategy 2020. The new team under Robert Dobias and Shiladitya Chatterjee is preparing a concept paper on how ADB can contribute to make growth and social development in the Asia and Pacific region more inclusive.

Safety of Local Roads in the People's Republic of China (PRC)
More than 80,000 people die each year in PRC from road accidents. Most fatalities occur in nonurban areas. In September 2008, ADB approved an innovative project that will address local road safety in the PRC. The project supports broader transport components such as local road traffic safety program, HIV/AIDS awareness and prevention campaigns among construction workers and residents in Yunan province, and asset-backed securities for increased private sector participation. The local road traffic safety program will introduce cost-effective engineering measures on designated high-risk local roads and develop strategies to make road safer.

Social Analysis in Transport projects
ADB recently released a technical note on how to address social dimensions such as participation, gender, social safeguards, and other social risks and vulnerabilities in transport projects.
ADB's Two Popular Poverty Funds Now Ending
In 1999 ADB made poverty reduction its overarching goal. To support ADB's move to be more poverty oriented, the Dutch and the UK government in 2001 and 2002 set up two closely coordinated poverty reduction technical assistance funds, the NPRS and the PRF. A special evaluation study of the two funds concluded successful country work, and often highly positive contribution to policy and strategy formulation, poverty monitoring, gender mainstreaming for poverty reduction, and interlinkages between poverty and environmental goals.
