Integration of Internally Displaced People in Mingechevir

Through a US$2.5 million grant from the Japan Fund for Poverty Reduction (JFPR), ADB is helping integrate internally displaced persons (IDPs) into the local population, using community-based approaches. About 20,000 IDPs, including those living in schools and other public facilities are moving into their own living quarters.

JFPR is an untied grant facility established by the Japanese Government and ADB in May 2000. From an initial contribution of $90 million, the Fund now stands at well over $326 million, of which $149 million has been committed. JFPR finances ADB projects directly targeting poor people and prioritizing innovative approaches.

A View to Mingechevir
Mingechevir is a site of ADB's project assisting internally displaced persons (IDPs) to integrate into their surrounding community, financed by the Japan Fund for Poverty Reduction (JFPR). This city is home of about 20,000 refugees and IDPs that have come from the Azerbaijan territories occupied by Armenia.

The Settlement
412 houses were constructed for almost 1,700 IDPs who previously lived in Aghdam, Kalbajar, and Khojaly.

A 9 year old Alizade says his home is this settlement, but his "real" home is in Khojaly, a small city in Karabakh region of Azerbaijan that bore the brunt of the conflict.

A small pension, a lack of electricity, limited heating and social services. About 1 million refugees and IDPs from the occupied territories are the poorest in Azerbaijan, out of almost 40% of people living in poverty in Azerbaijan.
