B. Build Human Resources

24. ADB will foster the development of human resources capable of responding to the demands of the information society. Education and lifelong learning are important components for improving knowledge and skills, especially at the community level, to address the rising demand for ICT workers in many DMC sectors. ICT supports distance learning and knowledge sharing, as does globalization of specialized communication and information networks. The Internet is an important component in this, providing a shared means of distributing information and knowledge, as are other newly developed powerful communication tools. ICT has particular potential for enriching and improving the quality and relevance of education provided to the poor. An awareness-building program, as well as vocational training, through an information, education, and communication component should be incorporated in ADB’s future development activities to increase ICT awareness among ADB clients and project beneficiaries, as well as other segments of DMC society.
