Establishment of An Inspection Function : Proposal for an ADB Inspection Function

A. Composition of the BIC

25. It is proposed that the BIC will comprise six members of the Bank's Board of Directors, including four regional members (at least three of whom must be from borrowing member countries) and two non-regional members. In accordance with the Board's Rules of Procedure, the President will appoint members of the BIC after consultation with the Directors, and will designate a Chairperson of the BIC. Members will serve for two years3. Replacements and reappointments of BIC members will be made in accordance with usual Board procedures. The Office of the Secretary will serve as the Secretariat for the BIC.

3 However, in order to maintain continuity, the terms of office of BIC members will be staggered by reducing to one year the term of office of three of the initial BIC members. The names of these three members will be chosen by lot by the President promptly after the first appointments have been made.
