V. CONCLUSIONS
52. The objective of the Bank's policy on involuntary resettlement should be to avoid or
minimize resettlement, wherever feasible. If population displacement is unavoidable, the
strategy should be to ensure that the people affected by project are, as contemplated above,
generally at least as well off after resettlement as they would have been without the project.
Addressing resettlement in Bank operations may entail some additional costs, but the benefits
to the DMCs should outweigh the costs to the Bank. Good resettlement may be beneficial from
economic, social, and environmental considerations, and should contribute to improved project
quality and impact. It will also promote more equitable development.
