Medium-Term Strategy (2001-2005)

The Medium-Term Strategy (MTS) is the bridge between the Long-Term Strategic Framework (LTSF) and the activities that ADB will undertake in its developing member countries. It provides a plan to help ADB achieve its vision of an Asia and Pacific region free of poverty, and is an integral part of ADB's operational planning framework.

Each MTS will

  • set specific priorities for ADB's operations based on the strategic agenda specified in the LTSF, and will be geared to the most immediate and pressing development needs of the region
  • provide an opportunity for adjustments to the LTSF in response to changing circumstances and evolving organizational capabilities.

To ensure that ADB maintains a clear and consistent vision of its objectives and targets, the priorities specified in the MTS will be translated through the country strategy and program process into the work program and budget framework.
