Medium-Term Strategy II 2006–2008Medium-Term Strategy II (MTS II) is the second in a series of medium-term strategies designed to flesh out the approach of the Long-Term Strategic Framework: 2001-2015 for shorter time periods, adjusting operational priorities in response to evolving conditions in each period. To address ADB’s overarching goal of poverty reduction in a dynamic and rapidly changing region, the strategy has identified the following five priorities:
The strategy also introduces certain adjustments in ADB’s business model, including a more selective sector focus. Core sectors identified for future operations include road transport, energy, urban infrastructure, rural infrastructure, education, and the financial sector. The role of ADB in leveraging additional development investment through financing partnerships and cofinancing is emphasized as well as the strengthening of project implementation to achieve development results. The strategic priorities and business model adjustments of MTS II will further strengthen the poverty reduction impact of ADB’s operations and enable ADB to be more relevant, responsive and effective in the changing context of the region. The implementation of MTS will be country focused and it will be operationalized through individual country strategy and program documents that will be consolidated in ADB’s Work Program and Budget Framework.
