The third thrust of ADB's Private Sector Development Strategy (PSDS) is to catalyze private investments through direct financing, credit enhancements, and risk mitigation instruments. ADB performs this private sector operations function through its Private Sector Operations Department (PSOD).

In line with ADB's PSDS of March 2000, the Board approved the Private Sector Operations: Strategic Directions and Review Policy Paper on 3 September 2001.
