The Pacific strategy for the new millennium responds to five key development challenges facing the Pacific developing members countries over the medium term:
- disappointing macroeconomic and growth performance over the last decade
- increasing poverty, particularly in Papua New Guinea, Solomon Islands, and Vanuatu
- continuing reliance on large government investments due to inadequate private sector response
- increasing environmental degradation
- little progress in strengthening the role of women in political, economic, and social spheres.
It focuses on five broad strategic objectives:
- continuing support for economic management, governance, and public sector reform
- promoting private sector development in the region
- promoting a more active role for women in social, economic, and political spheres
- supporting sustainable environmental management
- supporting poverty reduction as a unifying theme
Supporting objectives include
- strengthening capacity for governance, economic management, and public services
- improving physical and information technology infrastructure development
- strengthening financial sector management
- supporting the role of civil society
