The Pacific strategy for the new millennium responds to five key development challenges facing the Pacific developing members countries over the medium term:

  • disappointing macroeconomic and growth performance over the last decade
  • increasing poverty, particularly in Papua New Guinea, Solomon Islands, and Vanuatu
  • continuing reliance on large government investments due to inadequate private sector response
  • increasing environmental degradation
  • little progress in strengthening the role of women in political, economic, and social spheres.

It focuses on five broad strategic objectives:

  • continuing support for economic management, governance, and public sector reform
  • promoting private sector development in the region
  • promoting a more active role for women in social, economic, and political spheres
  • supporting sustainable environmental management
  • supporting poverty reduction as a unifying theme

Supporting objectives include

  • strengthening capacity for governance, economic management, and public services
  • improving physical and information technology infrastructure development
  • strengthening financial sector management
  • supporting the role of civil society
