IV. Findings, Recommendations and Action Plan

98. In Chapter II, the Task Force identified three major themes that underlie the analysis of project quality: (i) Bank responsiveness to clients, i.e., DMCs; (ii) DMC ownership and capacity building, and (iii) accountability for project quality within the Bank. The assessment of the Bank's current practices and experience undertaken within the framework of these three themes was discussed in Chapters II and III. Based on that assessment, the Task Force arrived at a number of impor1ant findings and made various recommendations to address them comprehensively in order to improve project quality .For total quality improvement, all the recommendations of the Task Force (listed in Appendix 3) must be implemented. However, from a pragmatic point of view, it is necessary that key recommendations that will make a major impact on improving project quality be identified for early implementation. The main findings and the key recommendations of the Task Force aimed at addressing the three major themes, and an action plan for implementing the recommendations, are discussed in this chapter.
