ADB's Resident Missions (RMs) are ADB offices located in developing member countries. Under the new policy, RMs will
- provide primary interface between ADB and the host DMCs
- maximize efficiency, effectiveness, and impact of ADB operations in the DMC
Why a new RM policy?
- The development impact of ADB operations increasingly depends on close working relations with DMC clients; RMs' roles must be geared toward this
- ADB is undertaking major changes in its strategic orientation and priorities; these present new opportunities and challenges for all ADB units
- Circumstances have changed and experience gained since the last RM policy was adopted; this calls for a reorientation
What's new for the RMs?
- Shift RM focus from project administration to broad strategic policy and support functions
- Expanded RM roles have major implications for RM assignment incentives, staff skills mix, space requirements in DMCs, and budgets
