Communication and information technology

Advanced information technology and telecommunication facilities are essential strategic tools to make the RM a real extension of ADB. This will enable rapid response times, fully integrate RM and headquarters functioning, and provide RMs with the same access to infor-mation and data as headquarters staff. This is critical to support the expanded functions of RMs and for effective pilot testing. Increased capacity will require increased investment in both infrastructure and staff. This information technology and communications upgrade will also require greater support capacity at RMs, which may be acquired in-house or through outsourcing, or a combination of the two.
