Enhancing Asian Development Bank Support to Middle-Income Countries and Borrowers from Ordinary Capital Resources

Providing effective assistance to middle-income countries (MICs) and borrowers from ordinary capital resources (OCR) is essential if ADB is to achieve its vision of an Asia and Pacific region free of poverty. It is also an important part of broader efforts to enhance ADB’s relevance, responsiveness, and results orientation as laid out in ADB’s medium-term strategy II [ PDF ].

The attached paper [ PDF ] reflects outcomes of a comprehensive review of development challenges faced by this diverse group of countries, their demands and expectations on ADB’s role in helping address the challenges, as well as ways to improve ADB’s services to these countries.

The paper provides a coherent framework for various ongoing and planned measures to enhance ADB’s support to MICs and OCR borrowers. These measures are grouped into three areas:

  • reducing costs of doing business with ADB;
  • expanding and enhancing ADB’s operational instruments; and
  • enhancing quality of services of ADB.
