    Description
    Structural engineering measures alone cannot completely overcome floods: no matter how high the design standards are, there is always the possibility of higher floods exceeding the standard. Flood forecasting and early warning is the most effective non-structural measure to reduce the loss of life and property in vulnerable areas, especially in the inner floodplains. The present data collection and processing system of Yellow River Conservancy Commission (YRCC) is advanced. A combination of technologies and modelling tools are used to forecast rainfall and other hydrometeorological factors. Mathematical models used by YRCC for planning purposes are not adapted to real time flood forecasting using an updating procedure, which is an essential element of a model based forecasting system. A well proven modelling system is required to make reliable forecasts of flows and flood levels along the Lower Yellow River and its floodplain. In order to make the warnings effective for wide dissemination, the forecasts have to be translated to readily understandable forms, and related to the population and infrastructure by linking the model output to Geographic Information System (GIS).
