- Objectives and Scope

The ultimate outcome envisaged is to establish an alternative and sustainable development paradigm to strengthen the design of future interventions and similar gender-related poverty reduction projects in the Philippines. The proposed JFPR Project will contribute to this overall goal by complementing the counterpart loan project with piloting and demonstrating innovative interventions designed to alleviate the poverty of women vendors in selected public markets in Mindanao. The specific Project objectives are (i) provide sustainable and gender-sensitive social safety nets for Mindanao's poor women vendors; (ii) improve the quality of their working environment, given the conflicting demands of their multiple roles and economic needs; and (iii) establish a sustainable framework for gender-sensitive urban services through public markets. Important lessons learned from these activities will strengthen the design of future interventions for women in development through public market facilities under the (Mindanao Basic Urban Services Sector Project) MBUSSP.

An NGO will be engaged for project implementation. Project consultants, to provide technical or other assistance as may be required, will be hired by the implementing agency (NGO) using direct selection procedures, in consultation with the ADB. During project implementation, the term of reference for such consultants will be submitted to the ADB for approval.
