Improvements in the health insurance MIS and the introduction of e-health insurance cards is expected to (i) improve the efficiency and quality of the services delivered to people especially the poor, (ii) control and reduce fraudulent claims, (iii) reduce administrative costs, and (iv) create potential for integrating health services with other social services.

- Objectives and Scope
-
The purpose of the Project is to demonstrate the feasibility of introducing the E-HI cards that can facilitate the expansion of health insurance coverage in rural and poor communities. The Project will pilot the feasibility of E-HI cards in one province. The Project through the introduction of E-HI card will seek to achieve: (i) provision of more appropriate health services for rural and poor families through more comprehensive patient and service reviews and by facilitating closer client and provider relationships; (ii) improved administrative efficiency by reducing the time for reimbursement and payment processing; and (iii) reduced fraudulent claims by providing more timely and accurate client information for providers. The Project will provide policy relevant information on how the introduction of E-HI cards in rural and poor communities will impact on increasing the coverage of health insurance in these areas. The Project will have three components: (i) development of E-Health Insurance processing systems; (ii) provision of E-Health Insurance cards and supporting hardware; and (iii) training.

In general, the Project is expected to: (i) allow more poor people to be covered under health insurance, (ii) reduce time and resources required for accessing health insurance benefits, (iii) reduce time for transation and reimbursement, and (iv) provide health providers access to patient insurance and medical history, and thus provide better quality care.

One international consultant (4 person-months) and 1 domestic consultant (24 person-months) will be required. The consultants will assist in (i) managing, implementing, and monitoring the Project; (ii) preparing detailed specifications of the software and hardware to be procured; (iii) ensuring that supplied goods and services meet with the specifications; and (iv) supervising training of related staff.
