    Description
    The Project will produce the following outputs: (i) rehabilitation and improvement of about 123 kms of core network roads; (ii) labor-intensive routine road maintenance of 45 kms; (iii) sound and sustainable road maintenance policies; (iv) an efficient bidding and contracting system for engaging communities in road maintenance through local small contractors; (v) improved project management, supervision, and monitoring; and (iv) identification of modalities to ensure sustained rehabilitation and maintenance of rural feeder roads. [The Demographic Republic of Timor-Leste is a newly independent country and one of the most underdeveloped economies in the region. Per capita GDP was estimated at about $470 in 2001. About 40% of the population lives below the national poverty line defined as $0.55 per capita per day. Seventy five percent of the poor live in the rural areas. The adult literacy is estimated slightly over 40%. Life expectancy at birth is only 58 years. Since independence in 1999, Timor-Leste has embarked on rebuilding the nation. The National Development Plan (NDP) sets out two overriding development goals: (i) reducing poverty in all sectors and regiona of the nation; (ii) promoting economic growth that is equitable and sustainable, improving the health, education, and well being of everyone in Timor-Leste. The Government' has recognized that infrastructure is of importance to all sectors of the economy and society. Its NDP states that "an effective system if infrastructure and services is crucial for agricultural productivity and poverty reduction, a determinant of business investment, an instrumental to human development. and the foundation for private sector development". Road is a dominant mode of transportation in Timor-Leste. Timor-Leste has a substantial road network of 6,000 km. However, heavy rains, poor drainage facilities, geological instabilities in some locations, and lack of maintenance due to insufficient funding have left the road network in very poor condition. The current condition of the road network is such that most rural commuities are isolated, markets are non-existent. As a result, between 50 and 80% of the population suffers from lack of sufficient food for more than a month each year. Furthermore, the poor road conditions severely limit people's access to primary social services such as healthcare and education. ADB's Country Strategy and Program Update for Timor-Leste 2005-2006 identified infrastructure development as one of the three focus area for ADB assistance. The grant project for road rehabilitation will not only contribute to economic growth and employment generation, but also will improve access to social and economic services.]

    The Project is expected to contribute to economic growth and poverty reduction. It will (i) improve accessibility for project area residents to food, and economic and social services; (ii) promote private sector-led industrial and agricultural development; (iii) foster market formation and facilitate domestic and international trade; and (iv) generate income and employment opportunities. The outcome will be improved road infrastructure for economic and social development.     Social Aspects and Remedies
    As the project aims at rehabilitating the existing road network, there is no need for resettlement. However, many households are located right along the road side and issues such as safety and the impact of increased air pollution on human health should be taken into consideration. The lack, or insufficient understanding, of the HIV/AIDS issue among the polpulation is also a concern.

    Benefits and Beneficiaries
    (i) Complete rehabilitation of the Lospalos-Viqueque NR A08; (ii) spot improvements and maintenance of selected National and District roads using community participation; (iii) immediate and long-term employment generation for the above works, and improved community participation and use of the project roads; (iv) poverty reduction through construction-related employment and through increased commercial agricultural production and incomes made possible by lower transport costs to markets; (v) improved project management and supervision.

    Consulting Services
    International and domestic consulting services will be required for (i) project management, (ii) construction supervision, (iii) pilot community empowerment initiatives, (iv) socioeconomic monitoring, and (v) financial auditing. The Project will fund a total of 125.5 person-months international and 348.5 person-months domestic consulting services.

    The civil works will be divided into 6 packages, all of which are to be procured under local competitive bidding procedures.
