Reduce the degree of poverty in the target communes in Cambodia by developing and delivering community responsive training in post harvest technology, and the TVET skills bridging program.
- Project Outcome

Increased net income among poor agricultural producers in pilot communes, and increased number of youth with improved knowledge and skills responding to the growing demands of industry.
- Project Outputs
-
The JFPR will be undertaken over a 36 month period and its outputs are expected to be:
Component 1: Pilot Testing of PHT Skills Development Program: (i) Demand-based PHT technologies identified for targeted communes, (ii) Curriculum, learning materials and handbooks developed for identified PHT skills, (iii) Food safety testing buildings in targeted TTCs constructed and/or upgraded, and (iv) Skills and competencies of agricultural producers enhanced to apply PHT skills.
Component 2: Pilot Testing of TVET Skills Bridging Program: (i)
Entry level academic skills for TVET certificate level developed, (ii) Curriculum and learning materials for TVET certificate level developed and/or upgraded, (iii) Standards assessment instrument adopted, and (iv) Improved employability skills and competency of out-of-school youth.
Component 3: Capacity Building and Project Management and Monitoring: (i) Program management and financial and monitoring systems developed, (ii) Capacity of DGTVET and TTCs staff, CBOs/NGOs, and commune councils enhanced, (iii) Lessons learned disseminated and recommended policy developed, and (iv) Exit strategies for DGTVET and TTCs developed.

Eight (8) individual consultants will be recruited to provide technical support to the Project management and implementation, as well as to build long-term institutional development and capacity for planning, management, delivery of the two pilot programs: (i) Pilot testing of Post Harvest skills development program, and (ii) Pilot testing of TVET skills bridging program which are new areas for the TVET subsector. The team of specialists will provide approximately 94 person-months of consulting services (21 person-months international and 73 person-months national). The international consultants will comprise the following: (i) TVET Institutional and Policy Development, and Community Capacity Building Specialist, Team Leader, (9 person-months intermittent for 3 years); (ii) Post Harvest Technology Specialist-Processing, Preserving, Packaging (6 person-months); and (iii) TVET Skills Bridging Specialist (6 person-months). The national consultants will comoprise the following: (i) Community Development and TVET Institutional Development Specialist, Deputy Team Leader, (36 person-months); (ii) Post Harvest Technology Specialist-Processing, Preserving, Packaging (12 person-months); (iii) Post Harvest Technology Marketing Specialist (8 person-months intermittent for 1 year); (iv) TVET Skills Bridging Specialist (12 person-months); and (v) Civil Works Specialist (5 person-months, intermittent for 6 months).
