    Description
    The proposed Project will enhance the implementation of the major policy reform of moving towards a 12-year education system and will support systematic development of ECE approaches to extend the access of poor children to ECE. The Project will bring locally appropriate ECE programs to the communities for poor children from both nomadic and sedentary families in rural and peri-urban areas. The development of this Project will take into consideration the results of the completed ADB-assisted project on education in Mongolia (in particular, the Second Education Development Project which supported development of kindergartens). The Project will complement the Education Sector Reform Project by linking ECE provision approaches to the formal education system, and the proposed JFPR: Reducing Persistent Chronic Malnutrition in Children in Mongolia.

    Improved access to quality early childhood education programs among children aged 3-6 from nomadic and migrant families in Mongolia.

    Project Outcome
    Availability, awareness, and demand for early childhood education programs are increased in project areas and developed capacity of MECS to coordinate, finance, monitor, and implement ECE programs that are integrated into and complementary to the formal education system in Mongolia.

    Project Outputs
    Output 1 will be several approaches for ECE delivery addressing nomadic and migrant children. Output 2 includes raising awareness, mobilizing support from key national, provincial, and district leaders, communities, and families to sustain/expand investments in ECE, and capacity building initiatives which will be identified during project preparation. output 3 includes (i) training of relevant staff, including day care workers, supervisors, service providers, and caregivers; and (ii) provision of learning materials, including toys, mini-libraries, and other supplies to day care centers. Output 4 will support development of the locally appropriate ECE curriculum aimed at improving the readiness of 5- to 6-year-old children for elementary education in the context of the shift to a 12-year school system and the lowering of the school entry age to 6 years. The ECE curriculum will build on the existing work by MECS and development partners. Output 5 consists of (i) guidelines, policies, and strategies which will be proposed to the Government, to institutionalize lessons learned from the outputs above; and (ii) establishment of a monitoring and evaluation system to collect data on the different pilots of the project.

    MECS has set up a multi-sectoral working group to prepare the Project. In April and May 2008, consultation meetings with MECS and key stakeholders (UNICEF, UNESCO, and Save the Children UK) were held to discuss the proposed Project. The Japanese embassy in Ulaanbaatar, MOH, MOSWL, and local governments will be consulted during project preparation. MECS and development partners are highly supportive of ADB's initiatives.
