    Description
    The Approved project comprises (i) wastewater collection systems including over 300 kilometers of interception and collection sewers, and associated pumping stations; (ii) central wastewater treatment including a 525,000 cubic meters/day extended aeration plant and associated disposal facilities; (iii) wastewater and effluent monitoring systems; (iv) industrial pollution prevention and a clean technology transfer program; and (v) strengthening the capacity of Government agencies responsible for planning and implementing wastewater management projects.

    Rationale
    The approved project is consistent with the Government's environmental policy of developing comprehensive wastewater management facilities in severely polluted areas to avoid further degradation of the environment and deterioration of public health. The development of centralized wastewater treatment facilities was determined to be the least-cost approach to wastewater management. It is assisting the Government in the implementation of policy reforms including the development of an industrial pollution prevention program, the development of cost recovery mechanisms for wastewater management, the strengthening of financial management, and the enforcement of pollution control regulations.

    Objectives and Scope
    The main objective of the approved project (financed under Loan 1410-THA) is to improve environmental quality, and public health and welfare in Samut Prakarn Province by providing modern, reliable, and cost-effective wastewater collection and treatment facilities for the most developed urban and industrial districts in the province combined with programs to improve environmental monitoring and enforcement, as well as industrial pollution prevention and clean technology transfer.

    Environment Impact and Mitigation
    The initial environmental examination carried out for each of the options considered during the project preparatory technical assistance showed that the centralized treatment option selected for the Project would result in minimum adverse environmental impacts. Further environmental analysis demonstrated that disturbances due to the Project would not cause any significant adverse impact on the environment.

    Social Aspects and Remedies
    A social impact assessment was carried out for the Approved Project. The site and design criteria for the treatment facilities and surrounding areas have been chosen so as to minimize the effects of pollution . The site is away from current or planned urban areas and has the added advantage of potential for connecting in-fill areas along the trunk sewer route and for future expansion.

    Benefits and Beneficiaries
    The Project will directly benefit about one million residents, as well as businesses, industries, and institutions, by improvements in health and welfare arising from improved water quality and resource cost savings. The improvements in the adjacent aquatic environment and the reduction in public health risks will also benefit a broad cross section of people residing in the area. The Project will be of particular benefit to women and low-income families who often live close to factories and in low-lying flood-prone areas, and are most exposed to polluted waterways.

    Remarks
    The Project has been assigned a high priority by the Government. Many of the design aspects included under the Project, such as the development of cost recovery mechanism, will provide a good benchmark for further developments in the sector. Some NGOs have raised concerns regarding the Samut Prakarn Wastewater Management Project in the Bangkok metropolitan region during the ADB's 33rd annual meeting held in Chiang Mai, Thailand, from 6-8 May 2000. The ADB responded to specific questions and said it would further consult the affected community of Klong Dan. Subsequently, the ADB undertook a review of the Project from 19-28 June 2000. The Mission, comprising a senior project engineer, a social development specialist, and ADB's resident advisor in Thailand, met with representatives of the Klong Dan community, NGO groups, the media, government agencies, the turnkey consortium and the project management team. Their aim was to clarify issues surrounding the Project and encourage a dialogue between the community, NGO groups and government officials.
