- Description
-
The Project will help the Government of Viet Nam gradually expand upper secondary education by 2010, and support the Government's major curriculum and textbook renovation at upper secondary education. The Ministry of Education and Training (MOET) plans to introduce a 3-year pilot tryout of a new, diversified upper secondary curriculum starting from 2002/04 school year. The Project will help improve the quality and efficiency of upper secondary education by supporting the Government's effort to diversify the curriculum and textbooks in line with student-centered, active learning methods during the tryout and revision period, and by developing quality support systems such as trained teachers, improved libraries, and wellequipped laboratories, and student assessment. The Project will promote access, equity and participation in upper secondary education disadvantaged provinces through (i) school facilities; (ii) provision of furniture and equipment; and (iii) study support programs for the poor, ethnic minorities, and girls.

The quality of education suffers mostly from the limited instructional time and out-of-date memorized teaching/learning methods. The Ministry of Education and Training plans to introduce the new, diversified upper secondary curriculum which will introduce general curriculum courses designed for students.
In addition, significant disparities in enrolments and cycle completion between rural and urban and among ethnic groups appear at the upper secondary level.
- Objectives and Scope
-
The Project will contribute to reduce poverty in Viet Nam through development and improvement of upper secondary education. The Project will improve quality, efficiency, equity, and management capacity in upper secondary education by strengthening quality support systems nationwide and targeting some of the most economically as well as educationally disadvantaged areas of Viet Nam. The specific objectives are to improve quality and efficiency of upper secondary education, promote access, equity, and participation, and strengthen institutional capacity from Ministry of Education and Training to local level of administration.
The Project comprises three components: (i) supporting conditions for quality improvement in upper secondary education; (ii) improving access, equity, and participation in upper secondary education in disadvantaged areas; and (iii) strengthening management of upper secondary education.

The Project will upgrade upper secondary education to produce graduates with the skills to meet the requirements of the Vietnamese economy. The Project will improve the conditions in the community where the Project schools are and ensure that upper secondary education is responsive to local needs.

The participation groups in the development of the project preparatory technical assistance (TA) include parents, teachers, school principals, provincial proples' committee representatives in 15 provinces.
- Beneficiary Participation in Implementation
-
The Project is envisaged to use a participation strategy to solicit inputs by incorporating dialogue with stakeholders such as the Committee for Ethnic Minority and Mountainous Areas, Women's Union, Committee for Protection and Care of Children, and Committee for the Advancement of Women. Local consultation is required at every step of the process-school site selection, design and construction, and operation and maintenance. The Project will ensure direct participation of relevant stakeholders through civic awareness and community dialogue. This will involve community participation at appropriate levels and input from interest groups, which will be utilized in community dialogue.
- Consulting Services
-
A total of 56 person-months (international) and 154 person-months (domestic) of consulting services will be required. Under Component 1, a total of 5 international consultants (38 person-months) and 22 domestic consultants (98 person-months) in the fields of curriculum and textbook development; teaching methods; instructional/ educational materials; education leadership and supervision; and evaluation, student assessment and quality assurance. Under Component 2, a total of 1 international consultant (1 person-month) and 3 domestic consultants (16 person-months) will be required for study support programs. Under Component 3, a total of 1 international consultant (4 person-months) and 1 domestic consultant (10 person-months) will be required for education management information system development. For Project implementation component, the services of NPIU advisors (12 person-months international and 24 person-months domestic), 1 international Midterm review specialist (1 person-month), and one domestic monitoring and evaluation specialist ( 6 person-months) will be required. All international and domestic consultants financed by ADB will be selected and engaged in accordance with ADB's Guidelines on the Use of Consutlants and other arrangements satisfactory to ADB concerning the engagement of domestic consultants.
- Procurement
-
Civil works will consist of construction and replacement of schools and semi-boarding facilities, and spread over upper secondary schools in 20 disadvantaged provinces. All civil works contracts for the Project public institutions will be awarded on the basis of local competitive bidding following Government procedures acceptable to ADB. International competitive bidding procedures will be applied for supply contracts for goods estimated to cost $500,000 or more and international shopping for supply contracts estimated to cost $500,000 or less. Supply contracts costing less than $100,000 may be procured through direct procurement. Textbooks and other books will be purchased directly from the Education Publishing House for distribution to schools and teachers. Procurement of goods and services financed by ADB will follow ADB's Guidelines for Procurement.
