The Project will provide for more equitable development of the Maldives through focused regional efforts in NDR and SDR. The institutional, infrastructure, and environmental improvements will provide a better standard of living for the people in these regions far from the capital Male, the recipient of most development in the past.

- Rationale
-
The Project is needed to improve the living conditions of the people in the NDR and SDR and thus will act as a catalyst for economic growth, which, in turn, will b ring employment. It is the first major thrust to implement the Government policy of equitable development.
- Objectives and Scope
-
The Project aims to provide the focus for regional development in the NDR and SDR, thereby supporting more equitable development in the country and taking some of the pressure off Male, the capital. The Project includes construction of permanent regional development and management offices in Hithadhoo and Kulhuduffushi; training of local staff; upgrading of a 17-km road from Gan to Hithadhoo; upgrading of streets in urban areas of the focus islands; provision of rainwater collection and storage for 2,000 individual households in the NDR and SDR; provision of appropriate technology solutions to sanitation for 1,000 individual households in NDR; construction of a 70-m bridge and 200-m culverted causeway in SDR (for environmental reasons); provision for solid waste disposal and septic tank desludging; and the setting up of permanent environmental monitoring of the freshwater lens, the coastal geomorphology and the marine ecology of the 13 focus islands.

The water supply and solid waste management components as well as the environmental monitoring and institutional development are all designed to protect and conserve the environment. An Environmental Impact Assessment is not needed, as the project is not expected to have significant adverse environmental impacts. An initial environment examination has been prepared.
- Social Aspects and Remedies
-
The initial assessment identified generally positive social impacts arising from the Project. While the road improvement will greatly increase communication among the connected islands, it will improve the quality of life for residents who currently have to negotiate heavily potholed and water logged streets. The related economic activity in the region (tourism, airport, port) will improve the social fabric of the islands by creating jobs so that adult males (many of whom currently work in distant resorts) will tend to return home.
- Benefits and Beneficiaries

The Project will benefit directly, with a better standard of living, a population of 19,000 in the nine focus islands of NDR and 21,000 in the four focus islands of SDR. All people on the focus islands will benefit from a social develpment fund operated by the committees, using the credit repayments from individual household water supply and sanitation improvements effected under the Project. More than 100,000 people residing in the NDR and SDR will benefit from the regional development and management offices by having the opportunity to influence what development takes place on their own islands.

Public education and awareness programs regarding water supply, sanitation, and solid waste management will be a mandatory requirement to accompany the development. There will be many jobs for people in the project area during project implementation and in ongoing contractual work, which will follow.
- Consulting Services
-
About 78 person-months of international and 40 person-months of domestic consulting services will be required. The international consulting firm will be required in the fields of land use planning, solid waste, groundwater, marine ecology, road design engineering, civil engineering, water supply and sanitation engineering, bridge design engineering, sea transport economics, information systems, and environmental monitoring. Individual domestic consultants will be required in the fields of administration, computers, public awareness, health engineering, environment, and auditing.

Equipment and materials will be acquired using international competitive bidding and international shopping procedures as appropriate. Civil works contracts that are relatively small in value will be carried out using local competitive bidding procedures.
