The Project is to improve the environmental condition in Taiyuan. The Project aims at introducing policies which will mitigate the environmental pollution and environment-friendly technologies which will conserve energy and raw materials.

- Objectives and Scope
-
The principal objective of the Project is to promote sustainable environmental improvements by improving the ambient air quality in Datong, Taiyuan, and Yangquan cities. This will be achieved by (i) supporting market-oriented price reforms, (ii) institutional improvements of environmental protection agencies for sustainable environmental management and compliance with environmental standards, and (iii) financing a portion of the environmental investments for expanding the district heating and gas distribution systems to reduce direct coal burning and improve energy efficiency. The scope of the Project includes three subprojects: (a) Datong District Heating Plant; (b) Taiyuan Coal Gasification Plant; and (c) Yangquan Coal-bed Methane Collection Plant. (Piggybacked to this loan is Shanxi Air Quality Improvement technical assistance.)

International firms will be engaged as engineering contractors to (i) prepare basic design; (ii) supply key equipment; (iii) supervise detailed engineering design that will be carried out by local design institutes; and (iv) supervise civil works construction, and equipment installation and commissioning to be carried out by local construction companies or the work forces of the enterprises. Using their own funds, the subproject implementing agencies have engaged the services of local design institutes to provide consulting services relating to preliminary and detailed engineering designs.

The Bank loan will be utilized to finance design and related engineering services, procurement and installation of equipment and materials, related services, and training. Civil works which will be financed by the subproject implementing agencies will be procured through local competitive bidding.
