Many water and sanitation entities have dilapidated physical facilities and experience difficulties in providing safe, reliable and adequate drinking water and sanitation services to customers, particularly the urban poor. The unprecedented economic and social crisis in recent years has exacerbated this situation. The proposed Water Supply and Sanitationn Sector Project is needed to strengthen the water supply and sanitation systems and prevent further deterioration. By rehabilitating the infrastructure and improving the operational and management capabilities of the water and sanitation enterprises (PDAMs), the Project will improve the efficiency and reliability of the services.
- Objectives and Scope

The project will be formulated in the context of the Government's water supply and sanitation sector policy framework which is currently being finalized. The Project aims to improve public health standards, living conditions, and the environment through the provision of water supply and environmental sanitation services. The Project will support local governments and water enterprises to enhance their capability and capacity for delivery and expansion of the services with particular emphasis in providing services to the urban poor. The physical scope will include rehabilitation of water supply and sanitation facilities in the medium- and small-sized cities, with high incidence of poverty. Emphasis will be placed on improvement of services, operational procedures, and management of PDAMs.
- Policy Dialogue

Policy dialogue will be pursued to: (i) improve financial management, viability and cost recovery of PDAMs;
(ii) develop the institutional capability and capacity of PDAMs to deliver efficient and effective water and sanitation services to customers; and
(iii) strengthen operational and management practices of PDAMs.

The Project is expected to have significant positive impact on the environment. Environmental concerns, for which appropriate safeguards will be built into the design of subprojects, include protection of water sources and provision of proper wastewater disposal.

The Project will contribute to human development by providing better access to safe and reliable water supply and effective wastewater disposal leading to improved living standards, better public health, quality of life, and productivity.
- Benefits and Beneficiaries

Benefits will include better access to reliable and adequate supplies of good quality water, improved health, better quality of life, and enhanced environmental conditions for the residents of participating medium and small towns. Local governments with higher incidence of poverty will be included in the project.

Beneficiary communities will be consulted and demand surveys, willingness to pay surveys and affordability analysis will be carried out. Social analyses will be undertaken to determine effective mechanisms to promote community participation.
- Beneficiary Participation in Implementation

The Project will develop public awareness and support public education and awareness campaigns to encourage proper use of water and sanitation facilities. Community participation in project design, implementation and operation will be secured through a consultative process with community groups, neighborhood organizations, NGOs women's groups and civil society.
