    Description
    Construction of extra-high-voltage 500 kV lines and associated substations to connect Dachaoshan Hydropower Plant with Kunming. Provision for reinforcement of the high voltage 110 kV and 220 kV power transmission systems in the province.

    Rationale
    Western and northern Yunnan Province is rich in hydropower resources. The Project is needed to allow power from the Dachaoshan Hydropower Project, now under construction on Lancang River (Mekong) in the Western parts of the province, to be transmitted to the main provincial load centers around Kunming City. The Project will also provide for strengthening of substransmission systems at 220 kV and 110 kV voltage levels.

    Objectives and Scope
    The Project includes (i) two single-circuit 500 kV transmission lines of about 250 kilometers (km) each and one single-circuit, 59 km long 500 kV transmission line; (ii) one new 500 kV substation and expansion of existing 500 kV substation; (iii) two single-circuit 220 kV transmission lines totalling about 60 km; (iv) two new 220/110 kV substations; (v) three twin-circuit 110 kV cables totalling 12 km; (vi) three new 100/10 kV substations; (vii) a fiber-optic communication system; (viii) a microwave communication system (over 600 km via 32 intermediate points); (ix) a power line carrier communication system; (x) new load dispatch and high voltage metering equipment; (xi) rural electrification; (xii) consulting services by implementation supervision consultants; and (xiii) financial management systems software and hardware. (Piggybacked to this loan is Institutional Reforms for Yunnan Provincial Electric Power Company technical assistance.)

    The proposed Project will provide significant environmental benefits by avoiding the need to build a large coal-based power station in the populated and industrialized areas near Kunming that are already experiencing serious levels of air pollution. Additionally, the proposed Project will catalyze the closure of three existing inefficient coal-fired plants that are responsible for significant levels of pollution in the province and contribute to a reduction in the use of fuelwood in rural areas of Yunnan.

    Consulting Services
    Consultants will be required for implementation supervision and training. (Advance action has been approved on the recruitment of consultants on 9 June 1998.)

    Procurement
    The packages to be procured will include 500 kV transmission line materials, 110 kV, 220 kV and 500 kV substation equipment including transformers, reactors, circuit breakers, and switches, line protection equipment and communication equipment including fiber-optic communication system.
