    Description
    The Project will promote sustainable management of natural resources for environment protection and socioeconomic development under a decentralized framework of government in 15 provinces. This will be achieved by: (i) stregthening the local capacity for sustainable planning and management of marine and coastal resources, (ii) improving the availability of and access to quality spatial and biodiversity information and data useful for resource planning, (iii) improving the legal and regulatory framework in resource management and compliance with it, and (iv) undertaking small-scale investments for improving socioeconomic and environemntal conditions in selected coastal habitats.

    Rationale
    The rationale for the sector loan modality in this case includes the following arguments: (i) there has been inadequate investment in the natural resources sector for the past two years because of the economic crisis, (ii) in accordance with the Government's sector investment plan, the Bank has prepared several investment projects using PPTAs and TA loans that have been deferred, (iii) the economic crisis has placed additional pressures on Indonesia's natural resources and there is a clear connection between increasing poverty, food security and environmental degradation, (iv) there are some constant themes in the proposed subrojects (spatial planning, information mangement, decentralization, and capacity building) which enable the Bank to build on past involvement with experienced sectoral agencies and (v) there are substantial policy improvements in the sector which are made possible by the current political climate. There is sufficient policy content in the various subprojects to justify a sector development program loan modality, if the lending woindow in the year 2000 allows.

    Objectives and Scope
    The objective of the Project is sustainable management of marine and coastal resources and protection of the environment in a decentralized framework of government. The project scope will include: (i) strengthening of local capacity to plan and manage marine and coastal resources sustainably; (ii) improvement of the availability of and access to quality spatial and biodiversity information and data; (iii) improvement of natural resources management laws and their enforcement regime; and (iv) improvement of socioeconomic and environmental conditions in selected coastal areas.

    Policy Dialogue
    Policy elements to be covered by the Project would include (i) institutional rationalization and decentralization; (ii) policies on public access to information and greater transparency in natural resources information; (iii) public participation in spatial planning and resource allocation decisions; and (iv) strengthening of district and provincial government agencies, including data centers, with staff career paths in functional (rather than structural) positions.

    Environment Impact and Mitigation
    The Project will foster improved environmental management at the district and provincial level as well as strengthening local government agencies delegated responsibility for management of the natural resource base under the recent Regional Autonomy and Fiscal Decentralization laws, approved in April 1999.

    Social Aspects and Remedies
    A key feature of the NREM Project is to enhance public participation and consultation in local government decision making, as well as increasing the transparency and availability of resource information through improved information systems.

    Benefits and Beneficiaries
    The recent government decisions or retention of revenues by the local government provides a huge incentive for increased local interest in how natural resources are allocated and managed. Potential beneficiaries have been actively consulted in preparation of all the core subprojects of the proposed sector loan.

    Beneficiary Participation in Formulation
    Beneficiaries have been involved in all aspects of subproject preparation, through initial social assessments, questionnaires, beneficiary participation workshops, and community mobilization and group formation.

    Beneficiary Participation in Implementation
    During implementation, it is intended to expand the community based management of coral reefs, mangroves, and forests with the assistance of NGOs in mobilizing communities and group formation. Communities and stakeholders will be given increased opportunities to participate in resource management planning and resource allocation decisions with increased transparency and availability of natural resource information.

    Consulting Services
    A total of 1,435 person-months of consulting services will be required: 210 will be provided by international consulting firms and 1,225 by domestic consulting firms. The services will be grouped into four packages, and consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants.

    All goods and services financed under the ADB loan will be procured in accordance with ADB's Guidelines for Procurement.
