    Description
    The proposed Project aims to establish an efficient, flexible, cost-effective and sustainable basic skills training program. This will assist Bhutan to provide skills training to a growing pool of educated but unemployed youth and help meet the demands by the growing private sector for skilled and semi-skilled labor. The proposed Project will (i) reform the current technical education and vocatinal training (YVET) system; (ii) strengthen Government's capacity for policy making, planning, management and monitor of skills training; (iii) promote more equitable access to skills training, particularly for people living in remote areas including the poor, women and other disadvantaged groups; (iv) improve the quality and increase the quantity of basic skills training, developing quality support systems and adequate facilities, equipment, trainers, and materials; (v) promote effective utilization of basic skills through enhanced relevance of skills training, positive values toward skills and manual work, and career guidance, counseling and employment placement services.

    Rationale
    Substantial investments in basic education over the past several decades has produced a large cohort of graduates who cannot continue to be absorbed by the public sector, formerly the dominant employer. Unless these graduates can be provided with employable skills they face an uncertain future with little prospect of employment and income generating opportunities. At the same time, the country will be unable to fully utilize its human resources to promote national development and social problems associated with the growing poor of unemployed urban youth will increase significantly. The previous TVET system was poorly positioned to provide the high quality training required by the growing private sector, Under the Project, the Governemnt plans to upgrade the TVET system by improving the policy frameowrk, upgrading the quality and relevance of training, expanding access, particularly for women and the disadvantaged in remote areas, and improving the system's responsiveness to priviate sector requirements.

    Objectives and Scope
    The objective of the proposed Project is to improve the quality and relevance of the technical and vocational education and training (TVET) system in Bhutan to provide employment oriented basic skills training to new school graduates, unemployed youth, domestic laborers, women and the disadvantaged to enable them to access employment and income generating opportunities and to expand the capacity of training providers to meet the increasing demand for skilled human resources by the private sector. To achieve this objective, the Project will (i) strengthen the institutional capacity for policy making, planning and coordinating TVET sector reform to ensure that the delivery of basic skills training is relevant to market needs and commensurate with the capacity of beneficiaries, (ii) increase access to basic skills training by expansion of the TVET system, including community based programs and rehabilitation of existing facilities and establishment of new facilities, (iii) improve the quality of basic skills training by increasing links with the private sector, and (iv) promote effective utilization of basic skills by developing career guidance and employment placement services.

    Social Aspects and Remedies
    The Project incorporated specific measures on extending access to basic skills development opportunities by developing, implementing, and monitoring the equitable access to policy to address a chronic male oriented TVET structure and poor access to training by rural villagers, particularly women living in rural communities. Under the policy, the Government will introduce gender considerations in developing curriculum and training packages and establish the CAU to introduce the outreach programs.

    Benefits and Beneficiaries
    The main Project benefits will be increased opportunities for graduates and the existing Bhutanese labor force to attend basic skill training institutes throughout the country, and to improve their skills in vocations in demand for skilled and smi-skilled employment in the private sector. The Project will benefit women and those living in rural areas who currently do not have access to skills training programs to improve their living conditions. The main beneficiaries will include graduates from the general education system who have had difficulty in recent years identifying suitable employment due to their lack of skills in demand by the private sector; existing workers who can upgrade their skills and find more suitable employment, workers who need to upgrade their skills and qualify skills attainment to secure their employment or increase income and the people in rural areas. Project-related benefits will accrue through enhanced income earning opportunities in the private sector

Groups Consulted : Industry representatives (e.g. Bhutan Chamber of Commerce and Industry (BCCI); Government Officials in concerned ministries(e.g. Ministry of Health and Education, National Technical Training Authority (NTTA), National Employment Board, Ministry of Finance, Secretariat of Planning Commission, Royal Civil Serivice Commission, Ministry of Trade and Industry, , district education officers, Women's Association, donor agencies (including NGOs), school principals, teachers, students, and parents.

    Beneficiary Participation in Formulation
    The Project has beenprepared in a participatory manner based on the participation of representatives of relevant government agencies, private enterprises, NGO, major aid agencies such as GTZ and UNDP, male and female students and trainees, heads of training institutes and shool teachers in three major national workshops and consultations with communities by the PPTA consultants, and extensive field investigations and site visits by staff during the PPTA review.

    Consulting Services
    A total of about 119 person-months of individual international consultants and 24 person-months of individual international consultants and 24 person-months of individual domestic consultants will be provided. Out of this provision, ADB will finance 34 person-months of international consultants and 24 person-months of domestic consultants and GTZ will provide 85 person-months for international consultants.The international consultants include a chief technical advisor, a chief implementation advisor, a management advisor and other experts in areas of vocational qualifications framework, skills standards, certification and testing, training program accreditation, apprenticeship and consignment system, labor market information system, curriculum and training package design, community access and skills training and advocacy and publicity. Domestic consultants will be computer and network engineers.

    Procurement
    The procurement under the Project will include civil works, equipment for basic skills development, training and workshops, and equipment, furniture and vehicles for the implementation unit. All ADB-financed procurement of goods and services under the Project will be carried out in accordance with the latest ADB's Guidelines for Procurement of Goods and Services.
