- Description

The Project is the first phase of a 12-year program over 1998-2010, to rehabilitate the Suzhou Creek. Phase I will be implemented over a five-year period from 1999 to 2003, and will incude components aimed at: (i) improving wastewater management, including sewage treatment and disposal; (ii) introducing water resource management and quality control methods; and (iii) providing environmental sanitation and urban renewal.

- Rationale
-
The Suzhou Creek is about 125 km long, of which about 54 km passes through the administrative area of SMG. About 24 km of downstream section of Suzhou Creek passes through the highly urbanized part of Shanghai, including important financial, commercial, industrial, and residential districts. The Suzhou Creek is part of a complex system of rivers, streams, and canals. One of the principal outlets from the Taihu Lake, its main function is to provide flood relief. However, the creek also serves as an important navigation channel for the transport of construction materials. Up to 3,000 barges per day ply the creek, serving numerous landing stages along the banks. Along much of its length, the creek is used as a source of industrial water and a disposal site for, mainly untreated, municipal and industrial wastewater. Outside the urban area, the creek is used for agricultural irrigation and land drainage. The Suzhou Creek has a long history of being the most polluted natural waterway in Shanghai, dating back to the 1920s when records reveal that pollution started in the creek.
- Objectives and Scope
-
The overall objective of the Project is to improve the water quality in the Suzhou Creek and flood control and thereby enhance the public health standards and quality of life for residents living in the vicinity of the creek. The Project also aims to promote economic, cultural and social regeneration of the area; and encourage urban renewal for mixed-use business, commercial, residential, tourism, and recreational activities. The longer term water quality objectives for the section of Suzhou Creek within the Shanghai Municipal Government (SMG) administrative area are to achieve Class IV water quality standard in the lower 24 km of the creek and Class III standard in the upper 29 km by 2010. The immediate objective is to substantially remove the polluted water and improve its color and smell by 2000 and to restore Class V standard as an annual average in the lower reaches and Class IV standard in the upper reaches by 2003.

Policy dialogue with the Government was initiated on issues related to: (i) the urban planning framework for Shanghai and areas adjacent to Suzhou Creek; (ii) enforcement of environmental regulations and standards; (iii) institutional capacity building; (iv) tariff reform; and (v) commercialization and private sector participation.

The project would generally have an overall substantial positive environmental impact on the water quality in Suzhou Creek and its tributaries and have insignificant negative impacts on the physical and natural environment. The poor environmental conditions of Suzhou Creek act as a constraint on the economic and social development of Shanghai City center. The improvement of environmental conditions will act as a catalyst to urban renewal, improved living conditions, and better public health standards.
- Social Aspects and Remedies

Socioeconomic surveys and social analysis show that, generally, the Project has a good approval rating and high level of acceptance among affected people. A comprehensive resettlement plan (RP) is being prepared for about 7,700 people affected by resettlement. The RP will be in accordance with the Bank's Policy on Involuntary Resettlement, and the Government's new Land Law that became effective in January 1999.
- Benefits and Beneficiaries

Project benefits include employment opportunities for 3,830 skilled and unskilled workers.
Upon completion, the Project will contribute to environmental improvement in three main ways: reduced water pollution through removal of polluted river sediments; improved odor and cleanliness of waterways through removal of nightsoil wharves and new solid waste management; and embankment improvements.

SSCRCC, the project executing agency, has conducted consultations among key stakeholders, some of whom are represented on the Project Leader Group, as Municipal agencies. This group will meet regularly in order to advise on the coordination of the Project progress.

The personnel of the SSCRCC, in coordination with the Shanghai Academy of Social Science (SASS) will ensure that the momentum for consultation and people's participation in maintained during Project implementation as well as after Project completion.
- Consulting Services
-
Provision has been made for about 75 person months of international expertise to support the Shanghai Suzhou Creek Rehabilitation and Construction Company (SSCRCC) in the areas of Bank procedures and reporting, international specifications, tendering procedures, evaluation of bids, standard contracts, quality control, and project performance management system (PPMS). The consultants will also provide the training and capacity building in areas of wastewater planning, water quality modeling, and environmental management and urban planning. These consultants will be recruited in accordance with the Bank's Guidelines on the Use of Consultants.

The procurement of Bank financed goods and services will be carried out in accordance with the Bank's Guidelines for Procurement. Major contracts for equipment will be undertaken through the Bank's international competitive bidding (ICB) procedures while smaller equipment packages, under $500,000 will be procured following the Bank's procedures for international shopping (IS).
