    Description
    At Appraisal, the Project represented a six-year time-slice of the Government's investment plan for road restoration in the Highlands Region. This is part of the Government's program that includes 935 km of road upgrading and 775 km of rehabilitation covering critical national and provincial road links in the five Highlands provinces. The Project aims to restore the Highlands road network, which serves about half of the country's population, and facilitates more than 70 percent of its exports.

    Objectives and Scope
    The objective is to assist the Government institutionalize a sustainable and systematic road network maintenance operation in the Highlands region. The Project will establish the required road conditions by restoring the road network to the appropriate standards for meeting the current demand and to enable effective maintenance. The Project will assist the government to upgrade its road maintenance operation in the Highlands region to carry out timely and effective asset management and maintenance. The Project will help the road network serve its role in facilitating economic growth and social integration of remote communities to the mainstream of the economy. The scope of the Project includes (i) road upgrading subprojects in the Provinces of Southern Highlands, Eastern Highlands, Western Highlands, Simbu, and Enga, (ii) asset management including rehabilitation subprojects in the same provinces, (iii) training, (iv) detailed designs, and construction supervision, and (v) strengthening of Project implementation and the road maintenance operation through formation for the Highlands Region Maintenance Group.

    The poor roads, bridges, and transport services of PNG are barriers to economic development and to provision of social services. Road length in PNG has increased over time, while the maintenance funding has remained constant. The Government has highlighted development and maintenance of the country's infrastructure as a development priority. The road network is in poor condition due to insufficient maintenance funding. The TA will address improving efficiency and effectiveness of the maintenance operations: This includes a review of the budgeting and expenditure processes and coordination of network management including road maintenance operations, funding, and financial management needs further development.

    Social Aspects and Remedies
    A social aspect analysis will be conducted to identify direct and indirect impacts of the road maintenance and upgrading activities onto the adjacent communities. The maintenance operations will be reviewed in light of the requirements of the communities. Potential for organizing maintenance by the communities will be analyzed for the low-traffic roads.

    Benefits and Beneficiaries
    The benefits are improved access to markets, social services, information through improved access to the trunk roads all-weather roads as a result of improved and coordinated maintenance practices. The maintenance activities will increase employment in each of the four provinces where the project is active. The communties adjacent to the roads selected for upgrading and maintenance are direct beneficiaries of the project.

    Beneficiary Participation in Formulation
    Beneficiaries will be consulted during the feasibility study regarding the vitality of the local road network to their economy and social needs as well as the existing maintenance practices. In formulating improved maintenance practices, the beneficiaries will be consulted on feasibility of the methodologies. Beneficiary groups will be organized for each road selected for maintenance and upgrading enabling voicing of beneficiary views at all stages of the project, not least during implementation.

    Beneficiary groups will be organized for each road selected for maintenance and upgrading enabling voicing of beneficiary views during implementation. This will include dealing with the potential environmental and noise pollution impact of the maintenance operations under the project. Social implications of workers camps will be addressed through the beneficiary groups.

    Consulting Services
    International consulting services will be needed for (i) detailed engineering designs, and construction supervision, and (ii) strengthening of Project implementation and the road maintenance operation. These will be selected by DOWI in accordance with the Bank's Guidelines on the Use of Consultants. Expressions of Interest (EOIs) called for by Executing Agency for strengthening of project implementation and road maintenance operations.

    Civil works will be carried out through contracts awarded on the basis of International Competitive Bidding and Local Competitive Bidding in accordance with the Bank's Guidelines on Procurement. DOWI will prequalify contractors in accordance with the Bank's Guidelines on Procurement.
