    Description
    The Project will rehabilitate about 3000 km of priority road links and assist the Government in reformulating and implementing road policies.

    Rationale
    In the aftermath of the Asian financial crisis, the Government's fiscal position is very tight and, consequently, a higher flow of external assistance is needed to sustain road maintenance and betterment activities. It is estimated that the road system requires a minimum investment of about $700 million per year to prevent its deterioration. Continued external support is critical for maintaining priority road sections and supporting economic recovery. The Project will contribute to poverty reduction by selecting road sections in poor areas, and thereby providing employment opportunities to underemployed rural workers and facilitating the access of the rural population to markets, and education and health facilities. The Project will help improve governance in the road sector by providing assistance to the Government to implement road sector policies in the aftermath of the Asian crisis and in the context of the new impetus for decentralization.

    Objectives and Scope
    The objective of the proposed Project, which is formulated as a sector loan, is to assist the Government in (i) rehabilitating high priority links of its road network to facilitate economic recovery, and thus contribute to poverty reduction, and (ii) reformulating and implementing road traffic and transport policies and strategies. The Project will include the following components: (i) civil works on priority road links, for periodic maintenance, rehabilitation or replacement of bridges, and road betterment without land acquisition, and consulting services for selection, design and supervision of subprojects; (ii) consulting services for reviewing and monitoring road sector policy action plan, and reformulating and implementing policies; and (iii) consulting services and training for capacity building in road and bridge works.

    Policy Dialogue
    ADB policy dialogue will be conducted in close coordination with the World Bank, focussing essentially on monitoring and discussing the progress of the action plan for implementation of road policies, and providing assistance in selected areas, as required. Issues given particular emphasis will be improvements in road user charges, cost recovery, fund earmarking for road maintenance, road safety, and road planning and management.

    Environmental impact anaysis will be carried out in the process of selection of subprojects.

    Social Aspects and Remedies
    The Project will help poverty reduction through economic recovery. No expected negative social impact (rehabilitation on the existing right-of-way). However, a social impact analysis will be carried out in the process of selection of subprojects.

    Benefits and Beneficiaries
    Road users, transport providers, population in rehabilitated road corridors, and in particular, the poor.
