Description
The Project will support comprehensive reform and capacity-building efforts of the Ministry of Health (MOH) and the National Family Coordinating Board (BKKBN) in the context of decentralization. Focusing on the needs of the poor, the DHS2 will increase the quality and effectiveness of health and family planning services in the project area by improving clinical and managerial skills of health personnel, upgrading health facilities and equipment, and involving civil society in planning and monitoring of service provision.

Objectives and Scope
The goal of the Project is to improve the health status of the people by enhancing service coverage, quality, and utilization of health facilities. The objective of the proposed project is to assist local governments, health professionals and communities in identifying health needs and priorities, developing locally appropriate solutions and improving health services quality. The project will comprise capacity building and training activities, physical investments to improve service quality, and support for locally adapted health sector reforms.
