    Description
    ADB's sector strategy is to help achieve the Government's development objectives through enhanced agricultural productivity in line with the Second Socioeconomic Development Plan of the Government. ADB's strategy also aims to promote private sector participation in agriculture, and increase awareness and knowledge about improved technology among the rural poor, women, and vulnerable groups to participate in market-oriented sector growth. The Agriculture Sector Development Program (ASDP) aims to help promote sustainable agricultural growth in Cambodia in line with the Government's sector policy. Complementarity and synergy with projects and programs of ADB and other external funding agencies have been fully considered during the formulation of ASDP.

    Objectives and Scope
    Within the overall program framework of ASDP (comprising program and project loans), the program loan will facilitate policy and institutional sector reforms to ensure a favorable environment for market-based agricultural growth, and the project loan will provide farmers with extension services for delivery of improved knowledge and technology, and support for agroenterprise development and commercialization.

    At completion, ASDP will have substantially contributed to the enhancement of policy and institutional environment favorable for the market-oriented agriculture development, and to the provision of improved access to productive opportunities for poor farmers in southern Cambodia.

    Consulting Services
    The project will finance a team of consultants, including (i) 21 person-months of international consultants in extension services, and environmental management and monitoring; and (ii) 254 person-months of domestic consultants in project management and coordination, environmental management and monitoring, and agricultural extension. An international consulting firm will be engaged to provide these services. The extension project advisor (international consultant) will act as the team leader, and the project management and coordination specialist will act as the deputy team leader. The selection and engagement of consultants will be done with the ADB's standard quality and cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants.

    Procurement
    The project requires the procurement of civil works, service vehicles and equipment to be carried out in accordance with ADB's Guidelines for Procurement. Civil works to be procured under the project are the rehabilitation of agricultural extension offices and expected to be in small packages costing less than $100,000. International companies are unlikely to be interested in bidding for these local civil works, which will be procured under local competitive bidding procedures satisfactory to ADB. Packages for some service vehicles, which are likely to exceed $100,000 and can be sourced more effectively from international suppliers, will be procured through international shopping procedures. Where appropriate, procurement may be by direct purchase for items below $100,000.
