- Description
-
The Project consists of four parts:
Part A - Water Supply and Drainage Construction - consists of the construction of about 500 simple, low cost water supply, drainage, and sanitation schemes, and rehabilitation of 250 need-based inoperative old schemes, meeting the sub-project selection criteria. 500 new schemes would include about 250 large pumping schemes, 200 small and medium pumping schemes, and 50 gravity schemes. Ten sites have been identified for the rain-harvesting schemes.
Part B - Capacity Building - consists of institutional strengthening and capacity building of local government institutions in all districts of Punjab by providing consulting services, MIS software, and education material. The Project Management Unit of the HUD&PHED will be provided consultancy services, equipment, service vehicles, and operational cost support for the Community Development Unit and Project Implementation Offices.
Part C - Hygiene Education Program - consists of carrying out a hygiene education program already formulated under PRWSSP. Education material, service vehicles, and consulting services will be provided to support the program. This part also includes establishing a revolving fund to assist Project tehsils to install household latrines in the Project villages. All schools in the Project area will be provided adequate supply of safe drinking water and latrines; and
Part D - Social Uplift & Poverty Eradication Program - consists of provision of financial assistance, a local community liaison advisor, equipment and service vehicles for SUPER program, initially as pilot in the selected PRWSSP communities and later in the Project.

- Objectives and Scope
-
The objectives of the Project are:
(i) Extension of water supply, drainage, and sanitation coverage to village communities that do not have access to organized water supply and are located in the brackish and barani areas of the Province by using a community based demand driven approach. Initially focussing on 54 priority tehsils in 26 out of 34 districts, the Project will eventually expand to include all such areas in Punjab Province;
(ii) Promotion of household latrines and hygiene education;
(iii) Implementation of a Social Uplift and Poverty Eradication Program for establishing income generating schemes through a micro credit system and acceleration of school enrolment; and
(iv) institutional strengthening and capacity building of participating newly constituted local Government institutions and community based organizations.

Consultants will be selected and engaged in accordance with the ADB's Guidelines on the Use of Consultants. A total of 647 person-months of local consultants will be required to support the implementation of the Project. For the Community Development Unit (CDU) 572 person-months of Community Development Officers (CDOs) will be needed. Recruitment and management of CDU staff may be undertaken by the executing agency. The consultancy services will cover (i) assistance in the design and implementation of WSS subprojects, (ii) establishing and operating a province-wide management information system and carrying out project benefit monitoring and evaluation (BME), (iii) ground water investigations/water quality monitoring, hydrogeological studies and construction supervision, and (iv) institutional strengthening and capacity building of Tehsil municipal administrations, Union Councils, and the community-based organizations. Overall project management advice and supervision will be provided by an individual broadly trained and experienced international consultant, contributing 4 person-months on an intermittent basis.

Goods and services will be procured in accordance with the ADB's Guidelines for Procurement. Because most of the civil and mechanical works are small in nature and are unlikely to attract international firms, they will be carried out using local competitive bidding procedures.
