    Description
    Facilitating trade, especially cross-border trade, has been a focus of ADB's program in the region since 1997 because countries have resources complementary to one another. Despite progress made over the past decade, considerable barrier to trade (especially to non-tariff barriers), continue to exist. Since 2000, ADB's trade facilitation has focused on the potential for custom modernization and cooperation.

    Rationale
    The overall goal of the assistance is to promote sustainable economic growth and raise the living standards in the Kyrgyz Republic. Increased foreign trade and investment help to achieve current account and BOP balances. Proper application and efficient collection of tariffs helps government budget and fiscal programs, stops rent-seeking and promotes market competition.

    Objectives and Scope
    The overall objective is to establish efficient and effective customs systems in the Kyrgyz Republic that will facilitate foreign trade and investment, encourage movement of goods and people and promote economic growth. It will aim to: (i) strengthen governance, transparency and improve institutional capability; and (ii) strengthen the legal and regulatory framework in line with international standards and conventions.
