    Description
    The Baipaza landslide in Tajikistan blocked the Vakhsh River following an earthquake on 3 March 2002. This eathquake had its epicenter in neighboring Afghanistan with a recorded magnitude of 7.4 on the Richter scale. Initially, the landslide blocked the narrow waterway of the Vakhsh River approximately 5 km downstream of the Baipaza Hydro Power Station (BHPS) in Khatlon Region, southern Tajikistan. As a consequence, the water level rose by about 7 meters (m), threatening to flood the BHPS. Also, generation of power and supply of water for irrigation was disrupted. The Government took the immediate measure of blasting the landslide materials from the river to avoid flooding the BHPS. Since the first movement of 3 March, the landslide has been moving at speeds varying between a few millimeters to 1 centimeter a day. There is an imminent danger that sudden movement of the landslide will completely block the river thus submerging the BHPS. The Project aims to restore reliable water flows and initiate disaster prevention measures by (i) minimizing the occurrence and the magnitude of the landslide; (ii) mitigating its impact on the flow of the Vakhsh River and its blockage, and (iii) studying a long-term solution.
    Thematic Classification
    Rationale
    Maintaining reliable water flows in the Vakhsh River is vital for Tajikistan and the dowstream countries of Uzbekistan and Turkmenistan. Any blockage of the Vakhsh River would disrupt the generation of the Vakhsh River cascade comprising five hydropower stations totalling 3,858 megawatts (MW) of installed generation or 90% of total generation capacity of the country. In the worst case, 90% of the electricity generating capacity of Tajikistan could be at risk. In addition, blockage of the Vakhsh River would endanger the water supply to downstream users for agriculture, industry, and drinking water. This would affect people in the Khatlon Region, and would disrupt water supply to Uzbekistan and Turkmenistan. Further, a sudden breach of any landslide dam would pose a threat to downstream communities, installations, and infrastructure.

    Objectives and Scope
    The primary objective of the Project is to restore water flows in the Vakhsh River to at least the pre-earthquake levels and to initiate disaster prevention measures. This will be done by limiting the occurrence and magnitude of the landslide and mitigating its impact. The Project will: Part A: carry out emergency slope stabilization measures to reduce the threat posed by the landslide and assist in disaster preparedness through observational and monitoring systems and earth-moving plant for river clearing operations; and (ii) Part B: undertake a feasibility study to determine the most cost-effective long- term solution to the problem.

    There is no adverse enviromental consequences resulting from the Project.

    Social Aspects and Remedies
    There are no negative socio-economic impacts as a direct result of the proposed Project, which is expected to ensure a sustainable power generation and water flow level of the Vakhsh River.

    Benefits and Beneficiaries
    The Project components are designed to reduce the risk that the landslide will block the flow through the Vakhsh River. Beneficiaries of the Project will include electricity consumers and industrial, agricultural, and potable water users downstream.

    Consulting Services
    A total of 61 person-months of domestic consulting services with expertise in engineering and construction works, survey investigations, detailed design, preparation of tender documents, assistance during bidding period, bid evaluation and contract negotiation, work supervision, quality control, and environmental monitoring and evaluation, will be required under Part A to assist with the implementation of emergency works and procurement. A further 3 person-months of international consultant services will be required to assist the EA with design, construction supervision, and procurement of emergency works in the early stages of implementation. Under Part B, the services of 9 person-months of international and 33 person-months of domestic consultants will be required to prepare a feasibility study for a long-term solution and confirm the most cost-effective solution to the flow of water in the Vakhsh River in the long term. The consultants will be selected and engaged through a consulting firm in accordance with Special Selection Procedures of ADB's Guidelines on the Use of Consultants.

    Procurement
    The Project will finance civil works, materials, machinery and equipment. Procurement will be made in accordance with the ADB's Guidelines for Procurement for ADB-financed packages.
