    Description
    The proposed technical assistance (TA) will prepare a project which, with strong private orientation, will complement and reinforce the Government's efforts to encourage establishment of tree, rattan, and bamboo plantations in the country to rehabilitate degraded and barren forestlands and to supplement rapidly declining supplies of industrial raw materials from natural forests.

    Objectives and Scope
    The current rate of destruction of forests in the Philippines is estimated at 100,000 ha per year (or 2% of the forest area in the country). Inadequate forest level and regional level planning, and lack of forest management information system are contributing to further degradation of the forests. This project preparatory TA (PPTA) will assist the Government to prepare an investment project for sustainable development and management of forests in the Philippines. The TA will assist the Government in preparing a forestry project for (i) the establishment of forest plantations and home gardens (a form of agroforestry) through the use of appropriate tenurial instruments promoting participatory forestry to meet the short-term and long-term needs of the communities; (ii) the preparation and implementation of spatially explicit forest level and regional forest management plans involving both natural forests and forest plantations in selected provinces, and establishment of forest management information system; (iii) the use of genetically improved seeds for establishing forest plantations; and (iv) the improvement of the institutional capacity of the Department of Environment and Natural Resources (DENR) to implement the ensuing Project.

    The Project aims to improve the socio-economic conditions of the rural communities and to protect the environment through sustainable forestry practices.

    Benefits and Beneficiaries
    Benefits will include higher and more sustainable incomes from timber plantation species and enhanced sustainability of natural forests and replaced soil resources. Estimates of benefits and identification of beneficiaries will be done during TA fact-finding.

    Potential beneficiaries, local communities, nongovernment organizations (NGOs), local government units, and government agencies will participate in project formulation.

    Potential beneficiaries, local communities, NGOs, local government units, and government agencies will be involved during TA implementation.

    Consulting Services
    The TA will require about 20 person-months of international and 22 person-months of domestic consulting services in the fields of policy and institution, plantation forest management, silviculture/nursery, land and tree tenure, sociology, environment, agroforestry; economic and financial analysis, forestland use planning, marketing and credit, monitoring and evaluation, and gender.
