    Objectives and Scope
    The TA will prepare a project that will support the economic development of secondary towns to improve the welfare of town residents, including the urban poor, and enhance the quality of the urban environment. It will also develop effective measures to improve urban governance at both national and local levels and recommend suitable modalities for supporting necessary policy and institutional changes in the administrative, legal, and financial systems in secondary towns. The TA will include (i) a review of the institutional setup of the urban sector; (ii) a review of tax assessment and collection procedures for public and private holdings; (iii) an update of town-specific information for the secondary towns identifies in the TA for the Third Urban Development Project, and (iv) preparation of a sector project proposal for improving urban local governance and infrastructure services suitable for ADB financing.

    Consulting Services
    A total of 35 person-months (7 international and 28 domestic) of consulting services will be required. International consultants will be selected on an individual basis and domestic consultant through a firm. The international consultants will include a team leader with expertise in local government management, and a municipal finance and taxation specialist. The domestic consultants will include a deputy team leader with expertise in local government administration and institutional development, municipal engineering specialist, municipal finance expert, project economist, financial analyst, environmental specialist, and social and gender development specialist.
