    Objectives and Scope
    The proposed TA is required to upgrade the Feasibility Report for the ensuing project and to review and analyze the technical, economic, financial, environmental, resettlement, poverty analysis and institutional aspects of the Project and the Executing Agency (EA), the Liaoning Electric Power Company (LEPC). The TA will (i) review the least-cost generation expansion and long-term transmission master plans of the Northeast Power System and Liaoning Province; (ii) review the Distribution Systems Master Plans of Shenyang and Dalian cities; (iii) carry out an economic analysis of the Project based on Bank guidelines; (iv) improve the Initial Environmental Examination (IEE) report for the Project; (v) recommend investment components that could be included as a part of the Project that would directly benefit poorer rural and urban people in the Province; (vi) review EA's proposed program for the closure of small, old power plants in the Province for technical and environmental benefits; and (vii) carry out financial and institutional analysis of the EA.

    Consulting Services
    A total of 23.5 person-months of consulting time will be required, comprising 17.5 person-months of international consultants and 6.0 person-months of domestic consultants. The team of international consultants will include (i) Power Transmission/Substation Engineer as Team Leader; (ii) Power System Planning Engineer; (iii) Power Distribution Engineer; (iv) Power Economist; (v) Environment Specialist; (vi) Resettlement Specialist; (vii) Poverty Analyst/Specialist; (viii) Financial Analyst; and (ix) Institutional Specialist. The Domestic onsultants will include a Financial Analyst, a Power Economist, and a Social Sector Specialist.
