    Description
    The project is a natural extension of the works under Phase I, which included a storage dam, a diversion dam, and water convergence tunnels to provided good quality raw water to the Project area. The main Project components consist of (i) connections from the existing water systems to the new raw water tunnels constructed under Phase I, including pipelines and raw water pumping stations; (ii) construction of three new water treatment plants; (iii) rehabilitation of four existing water treatment plants; (iv) treated water transmission mains and pump stations; (v) rehabilitation and expansion of the distribution systems including leakage repair and metering; (vi) construction of wastewater collection and disposal facilities; (vii) capacity building of Shanxi Water Supply Investment Company (SWSI) to implement, operate, manage the new systems with an emphasis on improved efficiency, commercial operations, cost recovery, and sustainability; and (viii) institutional strengthening of Wenzhou Municipal Government's (WMG) capacity to set effective policies to ensure sustainability of SWSI and the Project through rational operational budgets and cost-recovery mechanisms.

    Objectives and Scope
    The objective of the technical assistance (TA) is to formulate a project, suitable for Bank financing, that will support human development and economic growth in Wenzhou Prefecture. The ensuring Project is expected to provide a good quality water supply for about three million persons in the dities of Wenzhou, Rui'an, Pinyang, and Cangnan Town of Longgang County.

    Consulting Services
    The TA will be carried out by an international consulting firm in association with domestic consultants. It is expected that a total of 33 person-months (11 international and 22 domestic) will be required. The consultants will have expertise in the following disciplines: (i) water supply engineering and planning; (ii) wastewater management; (iii) environment; (iv) public health; (v) socio economics; (vi) financial analysis; (vii) commercial and corporate aspeccts of water supply companies; and (ix) capacity building and training of water supply company staff.
