    Description
    Tianjin is located in the lowest reach of the Hai River Basin. Of the nine major rivers in the basin, seven flow through Tianjin to Bohai Bay. Due to the untreated wastewater discharged into the rivers and sea, the surface water is heavily polluted. Water quality of the most rivers does not meet the water quality standards for even agricultural water sources and general amenity purposes (Class V). The water quality of Bohai Bay is declining and the annual occurrence of red tide has increased, inflicting considerable damage to ocean fisheries and aqua-culture industry. Under the Hai River Pollution Prevention and Control Plan (the Plan), approved by the State Council in April 1999, the Government has designated Tianjin as one of the four major cities, requiring urgent intervention in pollution control on a priority basis. The Plan is also an important part of the Ninth Five-year Plan (1996-2000) for environment protection. The Plan requires, by the year 2000, that (i) water quality of the river reaches in Tianjin meets the designated water quality standards; and (ii) drinking water sources meet the national drinking water standards. Recently, the Government has also designated Bohai Bay as a major water body, requiring national level intervention for clean up. To achieve the targets, Tianjin has identified more than 30 environmental initiatives in the form of municipal waste treatment, industrial waste treatment and conversion to clean processes, and drinking water source protection. A total of about Y9.3 billion ($1.1 billion equivalent) has been estimated for the purpose. The proposed Project is one of these initiatives to support the Government's plan. It is expected that without vigorous investment more than 9.6 million people in Tianjin will be adversely affected by the lack of adequate wastewater management and drinking water source protection.

    Objectives and Scope
    The TA will help formulate a project suitable for Bank financing including construction of the Beicang wastewater treatment facilities and implementation of water resources protection scheme of the existing Luan-Tianjin water diversion system. The TA will (i) conduct comprehensive analysis of the local feasibility studies undertaken including rehabilitation of the existing Yuqiao Reservoir and their expansion to a level of detail that will make these suitable for Bank's evaluation and financing; (ii) develop a comprehensive watershed management plan for the existing Yuqiao Reservoir; (iii) prepare a summary environmental assessment, based on the local environmental impact assessment prepared; (iv) conduct financial and economic analyses of the subprojects; (v) estimate tariffs that are affordable, encourage water savings, and allow sufficient cost recovery and justify need for subsidies; (vi) conduct social analysis of beneficiaries and the people to be resettled; and (vii) review and recommend the institutional capacity building requirements for the implementing companies.

    Policy Dialogue
    The policy dialogue to be pursued in conjunction with the Project is expected to include (i) cost recovery and tariff reforms; (ii) market base instruments for wastewater management including tradable permits; (iii) clean production technologies; (iv) regulatory enforcement and monitoring; and (v) water resources protection and conservation.

    Environment Impact and Mitigation
    Based on the local environmental impact assessment studies, the Project will generally have an overall substantial positive environmental impact on the water quality in the Hai River and Bohai Bay. The Project will also improve the water quality of the Yuqiao Reservoir and the raw water quality delivered to Tianjin. The negative impact on the physical and natural environment expected during construction is minimal and temporary. The water pollution in Hai River and Bohai Bay act as a constraint on the economic and social development of Tianjin. The improved raw water quality for the water supply will improve public health standards. Based on the local environmental impact assessment, the summary environmental impact assessment in Bank format will be prepared through the TA.

    Social Aspects and Remedies
    The local socioeconomic surveys and social analysis show that, generally, the Project has a good approval rating and high level of acceptance among affected people. A comprehensive resettlement plan will be prepared for about 893 people affected by resettlement. The resettlement will be in accordance with the Bank's Policy on Involuntary Resettlement, and the Government's new Land that became effective in January 1999.

    Benefits and Beneficiaries
    Based on the pre-feasibility studies, beneficiaries would be 9.6 million people living in Tianjin. The Project will contribute to environmental improvement and public health in two main ways: reduced water pollution through treating wastewater generated; and improved raw water quality through protecting water resources for drinking water.

    Beneficiary Participation in Formulation
    The Tianjin Municipal Government (TMG), the project executing agency, will conduct consultations among key stakeholders, some of whom are represented on the Project Leader Group, as Municipal agencies. This group will meet regularly in order to advise on the coordination of the project progress.

    Beneficiary Participation in Implementation
    TMG will ensure that the momentum for consultation and people's participation be maintained during the project implementation as well as after the project completion.

    Consulting Services
    It is estimated that the TA will require 19 person-months (pm) of international consultants inputs and 46 pm of domestic consultants inputs. The international consultants will have expertise in water resources management/water quality, wastewater treatment, dam engineering, financial analysis/economics, environmental, institutional development, and social analysis. The domestic consultants will provide services in engineering (water resources, hydraulic, dam, water quality, wastewater treatment, civil, costing, mechanical, electrical, and instrumentation), hydrology, environment, financial analysis, sociology, and environmental law.
