    Objectives and Scope
    The objectives of the TA are to assist the Government in verifying that Se San 3 is a least cost development alternative and to prepare it as a model hydropower project to be managed commercially and adopting internationally recommended operational, financial, environmental and social practices. Building on lessons learned from past hydropower development in Viet Nam and the region, "best practices" will be incorporated into all aspects of Project design that will serve as a precedent for future hydropower development in Viet Nam. The Se San 3 Hydropower Project will involve the construction of a 260 MW hydropower station on the Se San river, which should be fully commissioned by the end of 2000.

    Consulting Services
    Phase I of the TA will require about 8 person-months of international consultants (project finance, financial analyst, and project economist) and 5 person-months of domestic consultants (legal expert and interpreter). Phase II will require about 14 person-months of international consultants supported by about 16 person-months of domestic consultants with experience in environmental engineering, fisheries, watershed management, social development research, and webpage design together with interpreters. In addition, the international consultants will make appropriate arrangements to undertake three studies, i.e. rapid biodiversity assessment, fisheries study and water quality study.
