    Description
    The ensuing Project will be aimed at reducing poverty through improving the incomes, productivity potential, living conditions of poor households, and the income-generating potential of rural women and men.

    Objectives and Scope
    The objective of the technical assistance will be to assist the Government of Sindh in designing a rural development project suitable for Bank financing. The scope consists of a number of rural development components including: (i) rural roads; (ii) small irrigation; (iii) village and social infrastructure; (iv) microcredit; and (v) capacity building and strengthening of community and village groups, nongovernment organizations (NGOs), and government line departments.

    Social Aspects and Remedies
    A full social, gender, and indigenous peoples assessment and analysis will be conducted. Poor households will be targeted through involvement of NGOs and the selection criteria for each component. Women will be similarly targeted through income-generating and credit activities, schools for adult literacy, and livestock improvements.

    Poor households, women, NGOs, and government line departments.

    Beneficiary Participation in Formulation
    The design team will consult representatives of beneficiaries in identifying priority components of the Project.

    Beneficiary Participation in Implementation
    With the assistance of NGOs, beneficiaries will be involved to the fullest extent possible in the identification, design, procurement, construction, implementation, operation, and maintenance of subprojects through the group-based approach.

    Remarks
    Rural poverty was found to be about 75 percent of those communities visited during TA fact-finding. The status of women was found to be very poor and restrictive. Nevertheless, there was widespread willingness to share the costs of improvements in small water and irrigation schemes, rural link roads, other village infrastructure, agriculture, fisheries, livestock, and financial services.
