- Description

The Government's strategy in the road sector includes separation of the road sector management to an autonomous and efficient road authority (RA). This agency would be focused on direct accountability and management efficiency. Transformation from the current road management as a public sector function funded from budget appropriation and administered under the public services guidelines needs to be carefully planned and account for upgrading technical capacity, absorption of a significant change in corporate culture and personnel management, and assumption of contract management-based works delivery mechanism with focus on quality control and client relations. The TA will prepare a timebound, milestone-based transitional plan for transforming the current road agency into a road authority.

- Objectives and Scope

The TA will assess the feasibility of transforming the existing road agency in PNG into an autonomous and effective road authority. The scope of the TA includes (i) assessment of performance which would be achieved through corporate transformation of DOWT into an autonomous road authority, (ii) establishment of resource requirements for implementation of this change, (iii) assessment of the feasibility of this transformation, and (iv) outlining an appropriate and acceptable strategy and pragmatic itinerary for implementing the transformation program.

The TA will require about 23 person-months of international consultant services in the fields of institutional restructuring, corporate planning, financial management, administration, and control functions, human resources management and training, outsourcing and contract management, community-based contracting, quality control, and transport economics and planning, transport policy, road agency and service delivery planning.
