The proposed project is expected to activate self-help potential of targeted communities, and promote community-driven initiatives to overcome critical problems and constraints in agricultural development. The proposed project is intended to rebuild basic infrastructure, revitalize agricultural productivity, improve access to markets, expand employment opportunities, and increase incomes, while allowing the communities to become more self-reliant in improving their food security.

- Objectives and Scope
-
The objective of the technical assistance (TA) is to formulate a Project aimed at reducing poverty in selected areas of the country by rehabilitating critically needed rural infrastructure, revitalizing agricultural productivity, improving access to markets, expanding employment opportunities, and ultimately increasing incomes, while allowing the beneficiaries to be more self-reliant with food security. The TA will substantiate priority areas in Khatlon and Leninabad provinces for ADB assistance in (i) support for farm privatization, including information and advisory services, and other initiatives aimed at easing the transition to private farming; (ii) cost-effective rehabilitation of selected irrigation and drainage systems, focusing on the most critical main and field level infrastructure, with parallel establishment of water users associations (WUA) and enabling requisites for the operation and maintenance of the systems, and capacity development for monitoring environmental impacts; and (iii) rehabilitation and provision of water supply and sanitation facilities in selected locations, with parallel development of organizational arrangements and mechanisms for sustained operation and management of the facilities. The TA will prepare the proposed Project for possible ADB financing. In preparing the Project, the TA will provide recommendations to (i) overcome critical constraints facing agricultural development; and (ii) improve institutional arrangements and the necessary enabling conditions at the national, regional and local level. The TA is also expected to reach a consensus among concerned stakeholders at the national, regional and local levels on the objectives, scope, and the implementation arrangements of the proposed Project.

The Government has initiated a program of market-oriented reform in the agriculture sector. Progress in implementing this program will be examined under the TA in order to ensure there are no critical short-run constraints that would impede the Project's implementation.

The Project will benefit the rural poor in targeted communities with a total population of about 200,000 people. The Project will generate incremental benefits from (i) improved agricultural productivity, (ii) increased employment, (iii) improved food security, and (iv) increased incomes generated from investments financed by the Project. Capacity building intiatives are expected to improve the capacity of local organizations and communities to plan, implement and manage development initiatives, as well as to enhance the capacity of the targeted communities in safeguarding their food security.

Project preparation will rely on consultations with stakeholders and beneficiaries, and capitalize on community initiatives and self-help potential. An assessment of the capacity of local governments in planning, implementing, and managing rural community development initiatives is required. Beneficiary participation and contribution in development planning and implementation are also among the prerequisites for ensuring ownership and partnership in the development process. Participatory planning and implementation will also involve the effective use of local organizations.

The TA will require (i) 22 person-months of international consultant services, including an agricultural economist (team leader), an irrigation/drainage engineer, a water supply/sanitation engineer, a project economist, an institutional/water users specialist, a community development specialist, a farm management/cropping systems specialist, a water resource/environmental assessment specialist, and an agrarian/land reform legal specialist; and (ii) 25 person-months of domestic consultants, including two irrigation/drainage engineers, a water supply/sanitation engineer, a rural economist, a rural sociologist, a cropping systems agronomist, an environmental assessment specialist and a livestock specialist.
