    Objectives and Scope
    The TA will prepare a sector project to assist the Government in its policy to decentralize governance to local government authorities (LGAs), focusing on those within close proximity to major international highway corridors in the north and northeast. It will assist LGAs to assess and evaluate their overall development goals, and prepare masterplans; prepare high priority subproject investments under the broad masterplan; and prepare capacity building proposals for LGAs in sustaining their achievements. The Project will be carried out in two parts. Part 1 will identify candidate LGAs along the major international highway corridors and master plans will be prepared. In addition, a road maintenance fund will be explored for rural to urban road networks. Part 2 will prepare a feasibility study and project design for the highest priority investments identified under the masterplans. In the event that the road maintenance fund under Part 1 are approved, a more detailed evaluation of the proposals will be undertaken. Part 2 will also include a policy and institutional agenda together with proposals for capacity building, financial sustainability, and prospective private sector participation.

    Consulting Services
    About 17 person-months of international consulting services in the fields of regional planning, civil engineering-project design, municipal financial management, and project economics; and 53 person-months of domestic consulting services in the fields of civil engineering, regional economics, environmental engineering, institutional public administration, management information systems, land use planning, environment and natural resources, industrial development, agricultural development, social science, workshop facilitation, municipal accounting, geographic information systems, cost estimation, and legal issues (trade, cross, border issues) will be required. For the first phase (preparation of master plans) of the TA, the regional planner (international) and regional economist (domestic) will be the team leader and deputy team leader respectively. For the second phase, the civil engineer-project design specialist (international) and the civil engineer (domestic) will be team leader and deputy team leader respectively.
