    Description
    The Country Strategy for Indonesia focuses on support to decentralization and reduction of inequity in human development. The proposed project aims at addressing inequity in education opportunities and quality, and will focus at improving access to and quality of senior secondary education. The proposed project will build on the general policy framework, strategies and mechanisms of decentralization to assist the Government to meet challenges faced by the senior secondary school system.

    Objectives and Scope
    The title of the project has changed to "Decentralized Senior Secondary Education Project ". The purpose of the proposed project is to improve human resources of Indonesia, particularly that of the poor, women and disadvantaged. To achieve this goal, the overall objective is to increase the proportion of children participating and completing senior secondary education. Specific objectives are to (i) improve efficiency in education management, (ii) improve quality and relevance of delivery of education services, (iii) improve access and equity, and (iv) prepare for the future needs in education. The scope of the project would cover all aspects of senior secondary education, general education as well as vocational and technical education.

    Improved access, quality and efficiency of senior secondary education in meeting minimum service delivery standards in the era of decentralization.

    Beneficiary Participation in Formulation
    Full involvement of government and beneficiaries is needed. Project preparation will focus on the participation of stakeholders in defining their priority issues in this sector. A number of innovative interventions in the delivery of education will be piloted and expanded as necessary. Assessment of potential measures will cover advantages/disadvantages of different modalities of program delivery, integrating assessment involving the beneficiary communities. Assessment of optimal link and match with industry for the technical and vocational students will be made. Assessment of the roles of NGOs in the education program delivery will also be included. Consultations with districts will be carried out through workshops to develop their project proposals including cost sharing arrangements.

    Beneficiary Participation in Implementation

    Consulting Services
    A team of consultants will be engaged for 6 months to work with the Executing Agency to do the feasibility study leading to a project proposal for senior secondary education in Indonesia. An international consulting firm will be selected in accordance with the Guidelines on the Use of Consultants of the Asian Development Bank, and other arrangements satisfactory to ADB. The Quality and Cost-Based Selection (QCBS) method will be used. The consulting firm will provide 18 person-months of international and 60 person-months of domestic consulting services. The international consulting firm will select the domestic consultants as individual or in collaboration with an Indonesian consulting firm, and will be responsible to organize and coordinate workshops, most of which will take place in districts and provinces concerned. The following consultants are proposed: Education Management, Policy and Planning/Team Leader-6 person-months(pm)-international; Education Systems/Deputy Team Leader-6 pm-domestic; Coordinator Project Implementation-6 pm-domestic; Life Skills Education/Curiculum Expert-1 pm-international; Capacity Building Expert-2 pm-international; School-based Management Expert-2 pm-international/2 pm-domestic; Social Analysis, and Gender and Development Expert-1 pm-international/2 pm-domestic; Governance and Anti-Fraud Experts-1 pm-international/2 pm-domestic; Education Management Information System Expert-3 pm-domestic; Monitoring and Evaluation, and Quality Assurance Expert-2 pm-international; Economic and Financial Analyst-2 pm-international/2 pm-domestic; Information and Communication Technology (ICT) Expert-1 pm-international/2 pm-domestic; Civil Engineer and Architect-3 pm-domestic; and Project Implementation Specialist-32 pm-domestic.
